it is a polite version of the first movie,i t is left to your imagination, that he has killed the children. He has probably stuck the bodies in a bag?( not sure on that bit.)
But the carnival is loud and hides the screams of the kids being murdered .

its just to show theirs been a killer, murdering little kids. He chopped the bodies up, so the police is taking the parts up in pieces. There was more than one person killed.
