Actually, Professor Snape does indeed have an English accent, but it's very heavy and his voice is deep and nearly incoherible naturally. He can perform an American accent quite well, but the hoarseness of his voice remains throughout. Some people say he has a mix of a Polish and English accent, but most people can tell that he only has the English accent, it's just hard to tell.

it's english, the creators of the harry potter movie made sure to only get authentic brittish actors with accents because they wanted to make the movie seem as real to the story as they could.
The actor himself is Welsh-Irish mixture so I would say that would be accent professor Snape has, as he didn't do any changes to his normal accent as far as I can notice.
