Question: ...one of those weird supernatural speculation movies, like "Chariots of the Gods" or "In Search of Noah's Ark". I realize that there are, you know like dozens of these movies, but the one I'm looking for has to do with a bunch of people with extrasensory powers, and the 'proof' that alien beings from millions of years ago, had something to do with the development of these powers...

...might you perhaps be thinking of the 1973 exploitive documentary, entitled "The Force Beyond"??? I remember seeing it a very long time ago, but as I recall, it supposedly goes into very much what you're describing...
