I think you're looking for The Insider starring Russell Crowe. I met the man Russell portrayed and was amazed by how I felt I had already met him because of the movie.
Another (somewhat similar) movie that's worth watching is Thank You For Smoking. It's a work of fiction, but seems to be grounded in reality. And very entertaining.
