It vaguely looks like the opening of "Jaws," when the girl goes skinny-dipping. It's hard to tell because there's a lot of feedback and the picture's grainy.

No idea,but it looks like it is from the early to mid 70's,probably either an action or mystery suspense flick,although I doubt it's jaws,I've seen that movie many times,and that clip did not ring a bell with me.
