I would suggest steering away from "Plute" only because it sounds like "Pluto" (also a cold place). How about adding a few letter to make "Puletep," or something similar? I also like the Tolkein approach: create a mini system of grammar. For example, maybe a suffix like "Jyk" could be the equivalent of -burg or -ham in English. Maybe another root like "Mem" could mean river, or lake. That way a city could be Jyk-Haval" meaning "City of Haval" and the river near it could be "Mem-Haval." Also, it will add realism if you keep the sound as consistant as possible. For example, if one town sounds Russian, with consonants and tricky combinations - Tschel'thak - it would seem weird to have a Tongan-sounding name like "Pu'uluano." Also, shorter names are often more convincing (think like Rome, Paris, Cairo). Here are some off the top of my head:
Tikh
Pesti 'At
Hotzal
Ndega
Holqu
Mrai-co-utt
D'olo
Good luck!
