Question: It had something to do with te phone-lines and I remember a scene where she was in a bed with a dwarf at one point. It was quite scary and there were BT vans poping up all the time.

Hi there.
It Was indeed "Unfair Exchanges", co-starring the late great David Rappaport as the dwarf she starts an affair with who turns out to be a deranged stalker. He seduces her and then stalks her through the telephone lines.
Great tv movie, very sinister - sadly not available on any media I can find.

Sounds like it's probably the 1984 thriller 'Unfair Exchanges.' A quick look suggests it's out of print in tape or DVD, but you might find someone somewhere with a copy for sale, trade...or even bittorrent.
