Yes, there are no licensing fees for stock sound / movie clips owned by our government as WE own the government. BUT they can charge a processing fee, delivery fee, dubbing fee, scanning fee, etc. etc. Also, it must be owned by our government, the majority of speeches are covered by privately owned media, and then THEY would hold the rights and you'd have to approve usage and pay licensing fees. Good luck.

Start with the Library of congress. I know they have a print catalog online, but I think they have some sound and video as well.
