Running Free (1999)

"Turn of the century tale which follows a young colt, born to be used as a workhorse in African mining sites, who triumphs over the calamities of war, harsh desert climates, and abandonment and grows into a heroic stallion. Brought by streamer to be a workhorse, Lucky is adopted by an orphaned stable boy in a mining town but is abandoned as war encroaches. King of the Wind (1989)
starring Navin Chowdhry, Richard Harris, Glenda Jackson, Frank Finlay, Jenny Agutter, Nigel Hawthorne, Anthony Quayle (final film), Peter Vaughan, Ian Richardson, Neil Dickson, Ralph Bates (final film), Joan Hickson
IMDB synopsis:
In 1727, an Arab colt is born with the signs of the wheat ear and the white spot on his heel: evil and good. And thus begins the life of Sham. He is a gift to the King of France, through a series of adventures with his faithful stable boy, Agba, he becomes the Godolphin Arabian, the founder of one of the greatest thoroughbred racing lines of all time.

The film is based on the novel by Marguerite Henry, who also wrote:
"Misty of Chincoteague"~filmed as "Misty";
"Brighty of the Grand Canyon"~film has same name;
"Justin Morgan Had a Horse"~film has same name; and
"San Domingo, The Medicine Hat Stallion"~filmed as "Peter Lundy & the Medicine Hat Stallion".

From Wikipedia's site for the novel:
The novel is a fictionalized biography of the Godolphin Arabian, an ancestor of the modern thoroughbred. Foaled in Morocco and tenderly nurtured by Agba, a mute slave boy, the horse, Sham, is sent to France as a gift for King Louis XV of France. The king's advisors thinks the stallion small, skinny, and ill-formed, and Sham is reduced to pulling a cart in the streets of Paris. After many adventures, Agba and Sham come to live at a great estate, Godolphin. Here, after Sham sires three champion racehorses, Lath, Cade, and Regulus, he becomes a famous racing stud.

That's all I've found so far. I see the next poster suggests a different film. I thought this might be it because the slave boy takes care of the horse then later has to track down its whereabouts to rescue it.
