LLoyd is definitely dumber....
He was the one who did the most dumb stuff, especially running after that bus with all those hot chicks and telling them to go the other way instead of being on that bus with them.

One of my favorite movies...I almost think Lloyd is. Harry seems to make better decisions and is more with it mentally. Good point from the first answer, Harry could read at least!But they are both dumb in their own ways.

This question is answered in the very last scene in the movie. When the bus filled with beautiful women ask for directions and ask them to get on the bus tour, both harry and lloyd are dumb to not get on the bus with them but harry gives them the wrong directions then lloyd gives them the right directions so harry is dumber. Btw you are hott.
