So far it's just the 4th movie coming out. Perhaps in a different format like dvd rental or a cartoon prequel. Sometimes movies do that to offset the cost (VAn Helsing for example)
I hope so because I LOVE POTC!!!!
Most likely since the movies where so sucessfull but I think you will see a 4th POTC first they left it wide open at the end of the 3rd
What an excellent idea! Jack as a "wee lad" trying to live life as a good boy. How he was lured to life at sea, and then as a pirate. There's a lot of potential in that!

Not sure about a prequel (I would love it), most probably a TV animated series like Disney have done with:
* Lilo & Stitch
* Tarzan
* Aladdin
* Timon & Pumba
and others.
