Soft subs do require special software.
Specifically, soft subs are subtitle files (like .ssa or .srt). As opposed to hard subs, which are permanently encoded on the video.
The advantage to soft subs is that you can modify them or use them with other versions of the video.

Anime and asian movie fansub groups usually don't release soft subs for three main reasons....

1. They think soft subs are too confusing for the end user.

2. They're afraid rival fansubbers will bastardize the soft sub and call it their own.

3. They're afraid pirates will use them to create subtitled versions of the official DVDs (i.e. they intentionally put out lower-quality rips with hard subs so that their release does not compete directly with the copyright holder's product).

AND

1. Hard subs are more common and also easier to make and use.
2. Takes shorter time to sub with hard subs and they want to release the eps as fast as possible.
3. Most users just wanna see the eps, not do anything more with it and because of that its better/easier to use hard subs.

Hard subs are more common so most subbers probably dont even give soft subs a thought.

English harcoded simply means no subtitles...the film or anime dubbed in english. No subtitles to read.
