Question: sci-fi tv show or movie in the late 80s early 90s featured a hollographic head that always stuttered or glitched. the show/movie wasn't even about this 3D head but all I can remember is the guys head had spiked blond hair and would
be talking with a glitch. can't remember much else but that crazy 3D head. it's not much to go on I know but if you have any suggestions it may help thanks

I don't recall them spiking his hair. Matt Frewer portrayed Max Headroom in a TV movie, TV series and talkshows, and commercials.

Edison Carter, top news reporter, is sent to find out more. After a motorcycle accident, his mind is preserved by wizz-kid Bryce and becomes his wise cracking, computer generated alter-ego: Max Headroom, who manages to boost ratings above those of any live hosts to date. This made for TV movie was later remade (sanitized version) as the first episode of the series.
TRIVIA:
The film is set "20 minutes into the future", hence its alternate title: "Max Headroom: 20 Minutes into the Future".

Remade almost scene-for-scene as the first episode of "Max Headroom" (1987). Only Frewer, Pays and Sheppard appeared in both versions. The obese TV viewer's death by "blipberts" and Carter's reaction to it, as well as the live TV doctor's topic on colon health, were discarded.

23 minutes into the future, the world has become imbued network-television. It's illegal to turn off your tv, and televisions are given to the needy. In this world, Network 23 has a highly-rated news program with a roving reporter named Edison Carter. But Carter gets caught in an experiment to create a computer-generated personality, and "Max Headroom" is born. Together, Max and Edison, along with Edison's controller (Theora), their boss (Murray), their boss' boss (Ben Cheviot), and Network 23's boy-genius (Bryce) combat crime, placate sponsors, defeat rival networks, and turn in stories.

Matt Frewer, Amanda Pays and William Morgan Sheppard were the only actors held over from the original UK version.

William Gibson, a fan of the show, had written a script for the show, but the series was canceled before it was shot.

According to the first episode, the name "Max Headroom" came about when Edison Carter was fleeing from security guards on a motorcycle, and he ran into a parking garage exit gate labeled MAX HEADROOM. While he was in a coma, his memory was downloaded into a computer by Bryce Lynch, and the computer-generated personality chose this to be its new name (NOTE: As I recall, it was because those words were the final thing he remembered seeing!). The "Max Headroom" sign is the British equivalent of "Maximum Clearance".

Max Headroom is not the only character named for a sign. The Zik Zak Corporation chairman, Ped Xing, is named after the street sign abbreviation for "Pedestrian Crossing".

The futuristic graphics used on the show were created by a top-of-the-line computer of 1987, a Commodore Amiga.

After the show was initially canceled in the second season (after drawing minimal ratings after being moved to Friday nights, against "Dallas" (1978) and "Miami Vice" (1984)), Max Headroom made a final announcement, paraphrasing (and imitating) Winston Churchill: "We will fight them on the streets of Dallas... We will fight them on the streets of Miami... Vice... and if the ratings book lasts for a thousand years, they will say this is Max Headroom's finest hour."

Exactly when the story is meant to be set is an open question. However, in the original (Channel 4) "pilot" we are told that Bryce is 18 years old, and his records indicate that he was born in 1987, meaning the story is taking place in 2004.
