My vote would have to go to 1980 - Ordinary People. It was such a dumper of a movie. But I have to agree with you that Gandhi should not have beaten E.T. or Tootsie - they are both great movies. In fact, I recently bought E.T. on DVD for my son. He loves it.
No Country For Old Men. That was THE worst movie I think I have ever seen. I was tempted to demand money back for such a waste of my time!!
2005 - Crash won. I didn't like that movie at all. I to this day don't know how it beat Capote and Brokeback Mountain. Crash shouldn't even be mentioned in the same category as Capote and Brokeback Mountain

Have you ever seen Gandhi? You're way off with any of those movies being real Best Picture Material.
But I think you were one year off. 1981 - Chariots of Fire won. Awful movie.
Grand Hotel, which won at the 5th Annual Oscars is the worst one I've seen so far. Also, I did not like Chicago at all and I believe that there were so many better films that year that deserved it (i.e. The Gangs of New York, The Pianist, The Lord of the Rings: The Two Towers, Road To Perdition, Adaptation, About Schmidt, Catch Me If You Can, About A Boy, Y Tu Mama Tambien, 8 Mile, Spellbound, even Spider-Man, etc.)

"The Greatest Show on Earth" (1952), an absolutely ludicrous epic about the circus, starring Charlton Heston as the ringmaster and Jimmy Stewart as a clown with a Dark Secret. Cecil B. DeMille directed it, in the over-the-top style that was his trademark. Somehow, it beat "High Noon" and "The Quiet Man" that year, not to mention "Singin' in the Rain," which wasn't even nominated.
