It was basically to ask him if he was willing to take any means necessary to stop Capone. Meaning if he was willing to bend the rules the stop Capone.

And how sweet is it to have to watch and do a report on The Untouchables for school.

Malone (Sean Connery) was a old-school beat-cop who knew exactly what it would take to fight unscrupulous criminals like Al Capone... he knew it would take the ability to do "more" than the law would normally allow. And was simply asking if Elliot Ness (Kevin Costner) if he was willing to go that far... would he be willing to "get dirty" to take down these criminals.

Malone need to know just how far Elliot Ness is willing to go(in other words, how close is he willing to get near breaking the law)to take down Al Capone who at this juncture of the film seems almost bullet-proof and Ness is frustrated in his attempts to bring the hood to justice.
