I think the free recorder "Audacity" supports variable sample-rate playback. Movie Maker may work too, if it supports changing the speed (I'm not familiar with MM, but Final Cut and Premiere both allow speed changes, so it likely does too).

If you've ever slowed down the real Chipmunks voices, you'll hear the voicer speaking at a slower than normal pace, and enunciating very accurately - this is so that when it is sped up, the pitch goes up, but the words are now spoken at a "normal" rate. If you don't speak slowly and enunciate carefully while recording, when you speed it up, the words will still sound chipmunk-like, but they'll be spoken too fast and may run together too much to be intelligible.
