It sounds like "Children of a Lesser God" - I don't know about the green beret, but these deaf kids, some of whom were troubled (due to their deafness), were being taught how to sing a song that went "na na na" or something like that!. That movie actually came out in the mid-80's!.Www@Enter-QA@Com
