1!. Yes, Heroes starts again on Sept 15th!. It will begin Vol 3, titled "Villians!." You can check out the official Heroes message board on nbc!.com to find out all you want to know about the show!.

2!. This is a tough one!. I googled for it, and there are alot of sites out there that say you can watch full episodes of charmed, but they make you register with the site, and I didn't want to do that!. Just google --- Charmed episodes online --- and you can check them out!. Just try to make sure you know who you're dealing with before you give out any information, because I don't know how reputable any of these sites are, but they might be worth a try if you really want to see it!.
As an alternative, I do know that they put all the episodes on dvd, and you can check your local video rental store to see if you can rent it, or you can buy it online!.Www@Enter-QA@Com
