It's called Powder!. Powder was not given the powers by being struck by lightning!. He was born like that, and because of it storms are drawn to him!. That is why his grandparents kept him in the basement for his own safety!. In the end he is struck by lightning and disappears!. Almost as if he was pure energy trapped in a human body and the lightning strike sets him free!.
