I think it was an asteroid!. I caught it on TV a while ago!. There were small devices you could stab in people's backs to suck their water into cups to drink from!. A silvery ball a little girl used to protect herself- blades came out when she clapped her hands!. People showered in powder!. Most of the movie was live action but there were some weird short cartoon segments!. I swear I searched like crazy and can't figure out why I can't find it!.
