Difficult! Sci-fi movie possibly 70s.Dolls instead of children?!

I was very young when I wached this movie!. In the future the planet is semi-destroyed and because many parts are radioactive the goverments are trying to control the population by not letting people have children unless they have spesial permission!. There are some dolls that act like children and people buy them to ease their pain for not being able to have a real child!.
A couple desides to brake the law and give birth to a child!. Their neihgbour tells to the authorities and they get imprisoned!. They manage to break free but end up to the radioactive zone!.
I really liked the movie but I dont know the name to find it again!.!.!.!.Anyone!?Www@Enter-QA@Com
