its not polar express!. it was made in the early 90s possibly even the 80s!.
the main characters name is Nemo and hes a boy and he really wanted to go to the circus but his dad didnt take him!. and there was this black oil stuff trying to get him!.!.

Looks like someone answered while I registered and hunted down a clip!. I'm not 100% sure it's Little Nemo, but it sounds like it!. LN definitely had Miyazaki influences as he did the test animation!.
