It was on jimmy fallon's news show!. He played a drunk, smoking, building designer!. And he's telling the audience about this event that's going to happen there and then he keeps taking stuff out of the building design!.

He plays a Greek (not Mexican but I can see how you thought that) architect that was in charge of building the main Olympic stadium for the 2000 Summer Olympics in Athens, Greece!.
Based on real events of course, Just before the Olympics were slated to start, a lot of people were concerned that many of the buildings/stadiums, etc for the Olympics were not and may not be completed before the Games started!.
