My husband and I have argued this one for years!. After much consideration, I've finally been won over to my husband's way of thinking: Clint Eastwood rules!. Wayne has the strong cowboy thing down, but Eastwood's moral ambiguity makes his stuff more interesting!.
John Wayne: his best cowboy movie is, hands down, The Searchers, but my favorite cowboy is Big Jake!.

John Wayne was certainly more mainstream and tended to star in the more "blockbuster " type westerns but for me it has to Clint Eastwood every time
My favourite movies of Clint which I think demonstrate a wide diversity of characters within the genre are
1) The Outlaw Josey Wales
2) Unforgiven
3) High Plains Drifter
4) Fistful of Dollars
5) Pale Rider

Both are American, both are actors, neither was/is a cowboy, so I'd say both are equal!. As to which people think is the best western star then I think that depends on when the viewer grew up and who was the major star of westerns of that time!.
