Yeah, the Joker just lied!. He lied through the whole film!
He knew Batman had some jealousy when Joker mentioned Dent "throwing" himself at her!.
And knew Batman would save Rachel over Harvey anyday!.
So the Joker switched the addresses,
knewing that they couldn't get to Rachel in time, and since Harvey would be driven mad since they chose him instead of Rachel!.Www@Enter-QA@Com

He did in fact switch the addresses on purpose so that rachel would die, Knowing that Dent would become an emotional wreck and turn to madness if anything were to happen to her,He needed Dent in that emotional wreck and madness so he can corrupt him and turn him into a killer like he said ''I took Gotham's white knight and brought him down to our level,you see madness as you know is like gravity!.!.!.all it takes is a little push!.

He said it just to mess with Batman!. He only had a chance to save one, and Joker KNEW he would indeed go after Rachel!. So, therefore, he ends up going to Harvey Dent!. I don't know why Batman would believe the Joker; why would he ever want to help Batman out!? He was fooled by the Joker himself!!Www@Enter-QA@Com
