Christopher Nolan intentionally made the fall short enough as to keep Dent's fate a mystery!. We *assume* he dies, but there is never any confirmation of this, leaving the role open for the next film!.

Yea Harvey Dent dies!. He was holding Commissioner Gordons son to gunpoint and flipped a coin to decide if he would kill him or not!. As he looked up to catch the coin Batman tackled him off of the ledge where he falls to his deathWww@Enter-QA@Com
