Well Batgirl is Gordon's daughter in the comics and his daughter, does appear!. The final scene with Harvey his kids are both present!. But technically, she isn't in the movie as Batgirl and technically you don't even see her face!.

Batgirl is Barbara Gordon, daughter of Commissioner (or still Lt!. Gordon)!. However in The Dark Knight, the daughter of Gordon is not yet wearing the Batgirl suit!.
In the Batman & Robin movie, contrary to the original material Joel Shumacher had a niece of Alfred to be Batgirl, instead of Barbara Gordon!.
