It was a spoof of the film casino I believe (and many more)!. Somewhere near the beginning there was a spoof of Forest Gump when he runs in his back corrective shoes, in the film in question lots of different things drop from the charactors legs, like for example pots and pans screw drivers not to clear on what else drops, anyway he then grows up and owns or works for a casino which he then becomes to own!. I remember there was also a scene where an old man is in the garden and he is being sprayed by pestisides by a small child and susiquently dies!.

Oh my, I know this '90s comedy spoof!.!.!.!.it's "Mafia!", or also known as "Jane Austen's Mafia!" Not only "Forrest Gump" and "Casino" were spoofed, but various Italian mafia films such as "The Godfather" and "Goodfellas" are this film parody spoof's main focus!. It was released in July 24, 1998!.
Tony Cortino narrates the movie in a set of flashbacks!. This starts with his father, Vincenzo, emigrating from his native Italy to America, where he struggles with poverty- and a "Forrest Gump" spoof sequence with him in his back corrective shoes- before growing up to becoming a mafia boss!. Tony, as you've mentioned, owns and/or works at a casino because he was hiding from the law following a vengeful attack on the enemies who shot his father 47 times!. On one scene, Vincenzo, that "old man in the garden", was sprayed by pesticides by his grandson Chucky- who obviously is a spoof the "Chucky" horror flicks- and dies!. Of course, there is also a "Godfather" spoof sequence where various enemies were assassinated as an act of retaliation of Vincenzo's death!.
