Old kids horror movie?!

Well, all I remember are these kids going to this town its like a little haunted sorta!. They stay in the town over night and there are creepy things like taking over the people I remeber them being in a car, and the arm getting broken off on the window with green/blue ooozee!. and people being in a web filled cave with people in cacoons or something!. It was more for kids, but it was a little scary!. I remember seeing it when I was little in maybe 1998 to 1999!? PLEASE HELP!Www@Enter-QA@Com
