Movie name i can't remember??!

hey im trying to think of a movie i saw a few years back but can't for the life of me remember the name!. it was set in pennsylvania or transyllvania!. it was of a family i think or a group of people in a car who are going through a quiet deserted town who end up at this house by following a police car or something who was making them follow him!. These weird people are living at the building including two sons who are in fat costumes with fake fat heads and are really dumb and stupid!. i recall them going into a court-type situation where they are judged for something like speeding by the head of the house!. i remember the family trying to escape but cant remember if they do or not!. the most vivid bit i can remember is the two fat guys dancing around a bonfire type thing and the people trying to escape without them seeing them!. i remember their was loads of cars and car parts that i assumed were from previous people caught their!. it was kind of a horror movie that was just weird - not scary!. thanks please help becuase i want to see it again and remember the name lol!.Www@Enter-QA@Com
