Cop movie - Do you know the title? I saw part of it on TV. It was about police..!

The bad guy was a white cop or detective, his best friend was a black cop with a white wife or girlfriend!. The black cop was promoted!. The white cop was jealous, he thought he should have gotten that job!. The white cop would talk directly to the camera about the evil plans of revenge he had for the black cop that got promoted!. He was going to do something horrible to the black cop's girlfriend!. It was very creepy how he would talk to the camera, the audience!.

There's a scene of the white guy walking down a hall in the police building and he is angry and shaking his fists and maybe pulling his hair, but you know somehow that this is only what he is feeling inside, that on the outside he is calm!. People walk past him without noticing anything!.

If this sounds familar to you, please tell me the title or how to look it up, I would like to see the rest of it, it was really creepy!.
