Help ! SOS ! What is the name of this movie , it is killing me ..... ?!

I saw it on TV, not sure which channel a few years back!. The leading actor resembled Kevin Kline!.

The movie was about a serial seducer who would go around picking up women and then leaving them tied up!.

There was a short haired woman , an assitant district attorney or something who went undercover to get seduced him and prosecute him somehow, I forget the details!.

There was one scene where he meets a woman outdoors, then goes back to her house, she is a horse rider, he has her prance around the room like a horse but then leaves her home before things go any further and she is left alone crying!.

I asked a friend who is a cameraman on films who has a friend who is a film buff yet they just did not know !.!.!.!.!.!.

Can any good soul help , it was a stupid movie yet it just bothers me I do not know the name !.!.!.!.!.
