depends on how the scene effects the narrative of the film what kind of scene that would be!. It could be an establishing shot if it is setting up the mood of a city, or area!. If the dog is featured later it could be more than that!.
The police officer himself would probably be considered an extra if it has nothing to do with the rest of the film, a bit part if it establishes something in the narrative!.
