SPOILER: Most of your answers will be explained in the third installment (World's End)!. I will try to explain as much as i can tho!. Hope it helps!.

Jack is one of the nine pirate lords comprising the (fourth) Brethren Court!. You need every member to be present!. She wants them gathered to help free her from her human form!. she is the legendary Calypso!. She was bound into a human form because she "ruled" the waters when the humans wanted to do just that!. But when Lord Cutler Beckett took control, killing off pirates and etc, Captain Barbossa led Will, Elizabeth, and company into meeting to free her to destroy Beckett!.

In Port Royal, Governor Weatherby Swann frees Elizabeth!. Confronting Beckett at gunpoint, she forces him to validate a Letter of Marque—a royal document with which Beckett intends to recruit Sparrow as a privateer, and which Elizabeth wants for Will

A privateer was a private warship authorized by a country's government by letters of marque to attack foreign shipping!. Privateering is often described as a form of state-supported piracy!. Strictly, a privateer was only entitled by its state to attack and rob enemy vessels during wartime!.Www@Enter-QA@Com

The letters of Marque basically confer a full pardon by the kingWww@Enter-QA@Com
