I remember that they said that doctors could have stopped the AIDS virus but didn't!. At the end of the documentary they had the AIDS quilt!.

It could be "And the Band Played On", it was a dramatization set in San Fransisco!. The chart the emergence of the disease and all of the panic surrounding it as people thought that it was a gay disease, then they move on to its transmission to the heterosexual community through a wealthy in the closest blood donor to a middle class white woman and its emergence amongst the heterosexual community!. I can't remember how it ended, but there was thins one bit where they used a study on the spread of hepatitis to track patient zero down to a gay airline pilot who was spreading it around the San Fransisco bath houses!. And the Band Played On, based on the book by the late San Francisco journalist Randy Shilts, was a docudrama, not a documentary, but Shilts did document the years of inaction in the early years of the AIDS epidemic!.
There's a well-known documentary about the AIDS quilt, Common Threads: Stories From The Quilt, but that's about 20 years old now, and probably not the film you're referring to!.
