Name of the cartoon movie with a penguin who is sad he can't fly...?!

I haven't seen this movie since I was a little kid, probably came out in the 90's!. I know it had a penguin who was sad he couldn't fly, and it was set during Christmas time!. I believe he had a friend that was a tiger!. Does anyone know what I'm talking about!?
