No, his brother wasn''t a terrorist!. He was trying to stop the "eagle eye" (the voice on the phone, sort of a super computer) called "ARIA" from killing the president and other government officials!. He did this by sort of deactivating some part of her!.
"ARIA" needed Jerry to reactivate her because you know Jerry and his brother are twins and they have the same face and voice (kind of impossible though for me hehe)!. Reactivation can be done by face and voice recognition!.
In the attempt to kill the president and the others, the plan was to blow up the white house (where there was some kind of meeting) using the crystal that was inserted into Rachel's son's trumpet and the crystal in the necklace Rachel was asked to wear!. That crystal will explode when exposed to some sort of high frequency waves (not sure of this part though), which a trumpet can produce!.Www@Enter-QA@Com

ethan (jerry's brother) was not a terrorist!. Aria (the computer) killed him because he locked down the computer to prevent her from carrying out a plan to kill the president and his cabinet!. because ethan and jerry were twins, they shared a lot of the same characteristics so she needed jerry to override the command!.

Just to add to the comeback kids answer on who ARIA wanted killed!. In the very beginning of the movie the Sec of Def was the only one who didn't want to launch an attack on the village but the President gave the order to do it anyway!. So, ARIA was having everyone from the President down killed except the Sec of Def that's why she locked him in the room to keep him safe so he could be the next President!. ARIA was really reading into the Dec of Independence "she" was looking at it literally all the way through!. Dang super computers!LOLWww@Enter-QA@Com
