Answers:
it's a reference to a poem

"the best laid plans of mice and men!.!.!.!."
Of Mice and Men attempts to explain the nature of being human and one's struggles to identify a place in the universe!. Www@Enter-QA@Com

The title came from a line within a Robert Burns poem To a mouse written in 1785!. 'The best-laid plans of mice and men / Go oft awry')!. I would imagine Steinbeck used that title because the turn of events experienced by George and Lennie closely resembles the meaning of that line within the Burns poem!. Www@Enter-QA@Com
