You must not be watching the movies I do because I see more white or even Hispanic actors in such a role though there are a number of movies and series that have had black actors in those roles!. You can't really generalize like that because you're dismissing all of those movies in which the police chief doesn't fit your claim!.
That's like saying that "all" movies have female judges simply because I've seen about six recently in which that is the case!. I know that there are many more who have men as judges!.
