Depends on which one- the original with Charlton Heston, definitely not!.!.!. The remake with Mark Wahlberg, maybe- it has much more action but would be considered a pretty slow (and therefore bad) action film!.
Technically, both are sci-fi, the action scenes aren't the most important elements, but rather the story!.
Action films like Die Hard, Lethal Weapon etc- the action scenes are what matters most- the storyline is simply an excuse to move between explosions, chases and fights!.Www@Enter-QA@Com

The original: slightly, yes!. It had action elements (chase scenes, etc!.) but it, like all of the original series, was first and foremost science-fiction (social-science-fiction, if that's even a real term)
