That is Suzanne Vega, the song is "Tom's Diner" and originally appears on her album "Solitude Standing" (circa 1986). The original song was completely a capella. A dance version with musical backing was later produced by DNA (In 1991, I think). The uptempo dance version appears on Suzanne's 2003 "Retrospective" album.
