Honestly it depends. Most 13 year old girls are sopranos. Actually, most women are sopranos whether people want to admit to it or not! Most 13 year olds haven't developed a good bottom yet (meaning low notes) and begin struggling after A below middle C. At the same time, most 13 year olds are scared of high C's. But just like adult women have all sorts of voices, the same goes for 13 year olds. You can't really box all voices into a "normal" characteristic. It's the beauty of the voice that matters, not so much the range.
