Nas. I remember after the Takeover came out, NOBODY thought Nas could recover from that--he credibility was totally beasted on (and he was already considered fallen off, anyway). The general consensus was that Nas pretty much didn't have anything to fire back with.
Then Ether came out. Nas had so completely stomped on expectations that even though both disses were about equal, Nas had the better reaction. It was the perfect storm for Nas.

Nas obviously won w/ Ether. Ether is hands down the greatest diss track ever.
Overall as artists, it's a tie !
Nas because they had people call in radio station and let them decide who the thought was better.
