Hip-Hop Police is a term used to describe a unit within the police force (only New York City as far as I know?) dedicated to finding illegal activities committed by hip-hop artists and/or their associates (managers, body guards, record labels).

(i fully understand the irony of me answering this question) there are cops that spend their time following rappers around making sure they dont commit any crimes.
They have nothing to do with law enforcement. They're people who critize hip-hop then force it to change. Some cops spy on rap artists like in NY or Miami but I know a lot of cops who love hip-hop, some of them like Immortal Technique or Chamillionare.
