Does anyone know the name of this song [older song, about speakers in a window]?!

Again, vague details [sorry]!.

I can never remember his name!. He's a fairly popular singer, although more so "back in the day"!. This song was something about a block party, one of the lines was "we're having a party" and then something about putting the speakers in the window!.
