Are liquid ounces and powdered ounces measured the same?!

Are liquid ounces and powdered ounces measured the same?
I am trying ti figure out how to measure the amount of chemicals to put in my swimming pool.
Answers:
Ounces are the same, wet or dry, as with all weights. It is the Amounts that would be different, example: 1 cup liquid bleach is a different measure than 1 cup dry bleach.
