    I would suggest the second option... Just buy a new shirt ...

    If it REALLY shunk to a quarter of its size, how did you manage to breathe?
    Next time... buy a shirt with the "shrink proof" on the label.
    Maybe buy a new shirt, and you can also wash that shirt and not dry it and stretch it a bit. I'm sure it will loosen up a bit.
    I have a similar problem with my shirt. In fact, my shirt shrinks so much you can hardly see it. However, I have found a little poolside stimulation will bring my shirt back to normal size.
    You should try it.
    There are apparently bigger problems than "shrinkage" ... but you've shown / told us all where your priorities lie.
