I'd say #2. Knowing and then you can't be together would drive me crazy. If someone loved me and never told me, how would that bother me(I wouldn't know).

I would have to say number 2. If someone loves you, you will know by their actions that they love you, even though they may never tell you and there is still hope that one day, they will. To have someone tell you and knowing that you can never be together, is far worst, because there isn't any hope of being together.
