Well I hate to make this type of comparison but I think getting guns off the streets is a little like sending illegal immigrants back to Mexico.
How can you enforce something that for years, nothing has been done about it? Then it's out of control and there is no easy way to rectify the situation.
People have been selling guns for years and nobody had seen a problem with it but guns are a major problem. You ask people to turn them in, how can you possibly collect from everyone out there that has one?

doesn't matter, if you take the guns off the street, the ones committing the crimes will find another means to their criminal behavior
