Usually becomes exclusive when the engagement ring goes on (or should anyway).
I suppose it depends on the couple involved but i would think its most likely when its actually said out loud!

I think a conversation is warrented, but when I date someone, if there is a second date coming, I consider it exclusive. I only date one person at a time out of respect for the person.
